Government Admission: Biden Parole Flights Create Security ‘Vulnerabilities’ at U.S. Airports

DHS still refusing to say which airports are receiving inadmissible aliens from abroad

Thanks to an ongoing Center for Immigration Studies Freedom of Information Act (FOIA) lawsuit, the public now knows that U.S. Customs and Border Protection (CBP) has approved secretive flights that last year alone ferried hundreds of thousands of inadmissible aliens from foreign airports into some 43 American ones over the past year, all pre-approved on a cell phone app. (See links to prior CIS reports at the end of this post.) The Biden administration’s legally dubious program to fly inadmissible aliens over the border and directly to U.S. airports has allegedly created law enforcement vulnerabilities too grave to release publicly.

But while large immigrant-receiving cities and media lay blame for the influx on Texas Republican Gov. Greg Abbott’s busing program, CBP has withheld from the Center – and apparently will not disclose – the names of the 43 U.S. airports that have received 320,000 inadmissible aliens from January through December 2023, nor the foreign airports from which they departed. The agency’s lawyers have cited a general “law enforcement exception” without elaborating – until recently – on how releasing airport locations would harm public safety beyond citing “the sensitivity of the information.”

Now, though, CIS’s litigation has yielded a novel and newsworthy answer from the government: The public can’t know the receiving airports because those hundreds of thousands of CBP-authorized arrivals have created such “operational vulnerabilities” at airports that “bad actors” could undermine law enforcement efforts to “secure the United States border” if they knew the volume of CBP One traffic processed at each port of entry.

In short, the Biden administration’s legally dubious program to fly inadmissible aliens over the border and directly to U.S. airports has allegedly created law enforcement vulnerabilities too grave to release publicly, lest “bad actors” take advantage of them to inflict harm on public safety. Or, more specifically, here’s how CBP’s lawyers, in email communications with CIS and summarized in a CIS Joint Status Filing, characterized FOIA’s law enforcement exception (b)(7)(E) in explaining their refusal to release just the domestic U.S. airport locations:

Exception (b)(7)(E) has been applied to the identifying information for air ports of entry, which, if disclosed would reveal information about the relative number of individuals arriving, and thus resources expended at particular airports which would, either standing alone or combined with other information, reveal operational vulnerabilities that could be exploited by bad actors altering their patterns of conduct, adopting new methods of operation, and taking other countermeasures, thereby undermining CBP’s law enforcement efforts to secure the United States borders.

The agency’s attorneys floated a similar argument for withholding the locations of foreign departure airports, adding only that “bad actors” abroad who found out about the “resources expended toward travelers arriving from particular airports” could “extrapolate” from the numbers leaving foreign airports to identify the receiving U.S. airports and then undermine law enforcement’s ability to secure the border (which includes international airports).

The program at the center of the FOIA litigation is perhaps the most enigmatic and least-known of the Biden administration’s uses of the CBP One cell phone scheduling app, even though it is responsible for almost invisibly importing by air 320,000 aliens with no legal right to enter the United States since it got underway in late 2022. It remains part of the administration’s “lawful pathways” strategy, with its stated purpose being to reduce the number of illegal border entries between ports of entry. The countries whose citizens are eligible are Cuba, Haiti, Venezuela, Nicaragua, El Salvador, Guatemala, Honduras, Colombia, and Ecuador.

Under these legally dubious parole programs, aliens who cannot legally enter the country use the CBP One app to apply for travel authorization and temporary humanitarian release from those airports. The parole program allows for two-year periods of legal status during which adults are eligible for work authorization.

The government characterizes these programs as “family reunification programs”.

While seven of the nationalities, excluding Venezuelans and Nicaraguans, can claim eligibility under older family reunification parole programs, all can also just fly in if they can show they have a non-family financial sponsor (which can even be “an organization, business, or other entity”) and meet other requirements, such as owning a valid passport and passing security checks based on biometric information provided through CBP One.

Upon receiving authorization from Washington, they buy air passage to U.S. international airports where CBP personnel process them for release in short order. All are said to be responsible for paying for their own airfare.

They and inadmissible aliens from many dozens of other countries also get this parole benefit at eight U.S.-Mexico land ports of entry. That separate parole program has brought in another 420,000 immigrants from nearly 100 nations from May 2021 through December 2023, according to CIS lawsuit data updated through December 2023. (See links to the 2023 report below, which reflects data through August)

For most of the past year, big-city mayors and state governors have loudly complained about the hundreds of thousands of foreigners showing up in need of housing, food, medical treatment, clothing, and education, placing extraordinary unfunded financial burdens on local populations. Routinely, politicians and major media outlets have laid blame for the influx on Texas Gov. Greg Abbott’s busing program.

But the airport location information would undoubtedly provide a more accurate and complete picture of what is happening, though the administration would not be able to blame the Texas governor for these arrivals.

The redacted records received by CIS show a clear preference for some airports over others, with a dozen unnamed facilities receiving most of the 320,000.

Release by the government of the airport data would serve an important public interest in that it would provide voters and public officials with information to pressure the Biden government to reduce monthly arrival rates into their cities and states.

Colin M. Farnsworth, CIS’s Chief FOIA Counsel, said the Center rejects the government’s explanation about bad actors exploiting “operational vulnerabilities” at airports on grounds that CBP pre-screens and pre-schedules the arrival of CBP One applicants at each port of entry. He said CIS will litigate for a total release of the airport information.

Bad actors already have access to airport travel volumes, through CBP’s own “Traveler and Conveyance Statistics website.” Its statistics for cities whose travails with migrant arrivals are well-publicized show striking airport arrival increases from FY 2022, before the airlift program, through 2023.

Boston airports, for instance, spiked from 2.3 million during FY 2022 to 3.3 million in 2023, the public CBP website shows. Chicago, another migrant hotspot, rose from 6.3 million airport travelers in FY2022 to 7.9 million in 2023. New York City airports spiked from 17.7 million airport arrivals in 2022 to 22.9 million in 2023.

Kenyan doctor: WHO pandemic treaty aims to ‘maim and kill’ and ‘establish a one-world government’

Dr. Wahome Ngare pointed out that there is a history of population reduction efforts in Africa despite the fact that the country is not overpopulated, saying, ‘The problem is greedy global corporate owners who are interested in appropriating our natural resources.’

A Kenyan doctor declared last week that the globalist World Health Organization (WHO)’s proposed “Pandemic Accord” treaty aims to pave the way for a new lethal man-made virus and vaccine, as well as establish a global government by undermining national sovereignty.

Dr. Wahome Ngare explained before the Second African Inter-Parliamentary Conference on Family Values & Sovereignty that the real purpose of the pending treaty, which would achieve unprecedented medical control of the WHO over all of its member nations, is depopulation.

He pointed out that there is a substantial history of population reduction efforts in Africa despite the fact that it is demonstrably not overpopulated. To drive this home, he explained that the land mass of Africa can fit that of the U.S., China, India, and Japan but contains only about a fourth of the population of all of those countries combined.

“The problem with Africa is not its growing population, (which) is actually an asset. The problem is greedy global corporate owners who are interested in appropriating our natural resources,” Dr. Ngare said.

The doctor maintains that there are ongoing efforts to reduce the population on the continent through war, famine, disease, and even genetically modified organisms (GMOs), explaining, “The biggest problem with GMO is that the seed is patented — it is owned by someone. And once you use it long enough and your natural seed has disappeared, they can withdraw their seed and kill you through hunger.” In fact, Bill Gates-backed initiatives in Africa have pushed GMO crops for years, under the pretext that it will “end starvation in Africa.”

Dr. Ngare went on to make the case that the COVID-19 outbreak was deliberately used to depopulate the world, including Africa, and that this was only a prelude to what is planned to follow this next WHO Pandemic Accord.

During COVID-19, he noted, people were told that a “frightening” number would die from the virus, and that the disease was untreatable, and that “natural immunity cannot protect us and save us.”

“We were told not to shake hands, we were told not to social distance, we were told to stay at home … If you were given this psychological torture for six months and then you were told there was a vaccine, what would you do? You would run for the vaccine!” Dr. Ngare said.

Vaccination then “became mandatory through coercion,” because evidence of vaccination was needed in order to access goods and services, said Dr. Ngare, suggesting that this showed that “The end game of the whole covid fiasco was to vaccinate everybody … That is what COVID was about.”

For one, only the manufacturers knew what exactly was in the vaccines, and only the laboratories involved in creating them were permitted to test and examine these vaccines.

The supposed basis of their usefulness was also based on an erroneous foundation, Dr. Ngare declared, because the spike protein created by the vaccine was modeled after the very same protein that caused disease in COVID-19.

The shot was also pushed along with the assertion that natural immunity is not protective — and yet, the very vaccine was based on the body’s ability to “mount an immune response to the pathogen!”

Worse, data from the jab trials released by a court order in the U.S. revealed a disturbing amount of death and injury caused at least by the Pfizer shot. According to Dr. Ngare, 61 people died from strokes and five people died from liver damage during the trials, while 80% of pregnant mothers lost their babies during the first three months of pregnancy after being injected with the COVID shots. Moreover, harm was inflicted on both men and women’s reproductive systems by the shots, which harmed sperm count and motility, ovaries, menstrual cycles and placentas.

“This was known during the time of registration of the vaccines, but was not known by doctors,” Dr. Ngare said.

He went on to tell how in Africa there has long been a precedent of imposing unnecessary vaccines, as well as even pushing vaccines that harmed fertility, particularly through the tetanus shot.

According to Dr. Ngare, during the campaign to eradicate tetanus in Africa, females from age 14 to 49 were vaccinated every six months for tetanus, with shots that were in fact contraceptives, unbeknown to the women. This shot was intentionally designed and developed by the U.N, W.H.O., and World Bank to reduce fertility, he added.

The doctor asserted that a paper has been published demonstrating the contraceptive nature of these tetanus vaccines, which has been read over 300,000 times.

Dr. Ngare suggested that these efforts to depopulate Africa and the world through vaccines are precedents for an upcoming depopulation campaign to be initiated through the Pandemic Accord treaty.

The amendments to the international health regulations (IHR) that are part and parcel of the treaty will determine how the WHO would manage pandemics, or diseases that cross country borders, according to Dr. Ngare.

“The WHO is seeking to increase its powers so that the Director General can unilaterally declare that there is a pandemic, whether real or imagined,” Dr. Ngare said. “The minute he pronounces that, the new regulations would allow him to take charge of pandemic management in every country that is a signatory to WHO.”

“It is director Tedros who will say when you will lock down, whether you can ever go to work, which vaccines you’ll be given,” he explained.

“If the WHO causes so much damage with its current power, can you imagine what it would do if you actually gave it more power?” he continued.

“My conclusion is (that) the WHO is no longer a health-promoting body. It has become an imperialism arm of global corporate interests,” he said, adding that the proposed pandemic treaty and IHRs “aim to give the WHO the legal mandate to facilitate the creation of new pandemic … using new man-made viruses, and (the) use of vaccinations as a counter-measure, both designed to reduce the world population through reducing fertility, maiming and killing.”

“It will also give the WHO the mandate to use the pandemics to establish a one-world government by totally obliterating the sovereignty of member states and countries and eroding the citizens’ individual liberties,” he warned.

He urged African nations to avoid this immense harm by first writing “formally to the WHO” to reject the amendments and IHRs, and then to “consider exiting the WHO by 2024, which is when the pandemic treaty is supposed to come into force.”

The doctor also called on African countries to “collectively call for an end to gain-of-function research,” which described as both absurd and extremely dangerous.

“African countries should take a step and say, it is criminal for anybody to train viruses and bacteria to attack human beings as a way of creating a vaccine just in case that virus escapes,” he said. “That is witchcraft. It is not medicine.”

He also advised African countries to “collectively treat all vaccination programs as a national security risk,” stating, “If you cannot determine what is in the vaccine that is being given to your people, you may be opening a door to destroy the African population.”

Finally, Dr. Ngare urged African nations to “reject any linking of individual health records, including vaccination records, to the digital ID that is now being forced” on them.

“Honorable members, do not allow the government to access private health information as a means to determine who will get health services or not. It is medically unethical and it is against basic human rights,” he said.

All 49 GOP senators call on Biden admin to withdraw support for WHO pandemic treaty

U.S. Sen. Ron Johnson warned that two international agreements are being considered at this month’s World Health Assembly that surrender U.S. sovereignty to the World Health Organization

Sen. Ron Johnson of Wisconsin has rallied every Republican in the U.S. Senate to sign an open letter warning the Biden administration to not support pandemic-related measures being considered at the World Health Assembly (WHA) later this month.

“Some of the over 300 proposals for amendments made by member states would substantially increase the (World Health Organization’s) health emergency powers and constitute intolerable infringements upon U.S. sovereignty,” they wrote.

The WHA is the decision-making body of the World Health Organization (WHO). Its annual meeting sets policies for its 194 member nations. This year’s gathering, the 77th such undertaking, will be held from May 27 to June 1 in Geneva, Switzerland.

Johnson and all 48 of his colleagues informed the Biden administration that they consider the WHO’s widely criticized Pandemic Agreement a formal treaty that requires 2/3rd approval from the Senate per Article II Section 2 of the Constitution.

“Instead of addressing the WHO’s well-documented shortcomings, the treaty focuses on mandated resource and technology transfers, shredding intellectual property rights, infringing free speech, and supercharging the WHO,” they maintained. “The WHO’s most recent publicly available draft of its new pandemic response treaty is dead on arrival.”

A growing number of public figures as well as U.S. states and elected officials have raised the alarm about the Pandemic Agreement in recent months.

During an appearance on Tucker Carlson’s podcast in January, liberal intellectual Bret Weinstein argued that the WHO is gearing up for a “re-run” of COVID-19 in order to set up a “totalitarian planet.” He noted that the agreement is being modified so the WHO will have even more power to crack down on voices that dissent from Big Pharma’s narrative.

On Thursday, April 18, a group of GOP lawmakers and conservative activists similarly warned about the agreement at a press conference on Capitol Hill organized by the Sovereignty Coalition.

 

Johnson has been one of the most consistent voices in the Senate to expose the dangers of the COVID shot as well as the collusion taking place between the mainstream media and the medical industry. In February, he organized a roundtable discussion titled “Federal Health Agencies and the COVID Cartel: What Are They Hiding?” Dr. Robert Malone, vaccine expert Del Bigtree, GOP Congresswoman Marjorie Taylor-Greene, and many others attended.

Johnson and his GOP colleagues further drew the Biden administration’s attention to the WHO’s poor track record.

“The WHO’s failure during the COVID-19 pandemic was as total as it was predictable and did lasting harm to our country,” they wrote. “The United States cannot afford to ignore this latest WHO inability to perform its most basic function and must insist on comprehensive WHO reforms before even considering amendments to the International Health Regulations (IHR) or any new pandemic-related treaty that would increase WHO authority. We are deeply concerned that your administration continues to support these initiatives and strongly urge you to change course.”

They concluded that “in light of the high stakes for our country and our constitutional duty, we call upon you to (1) withdraw your administration’s support for the current IHR amendments and pandemic treaty negotiations, (2) shift your administration’s focus to comprehensive WHO reforms that address its persistent failures without expanding its authority, and (3) should you ignore these calls, submit any pandemic related agreement to the Senate for its advice and consent.”
