Alberta RCMP officer involved shooting in Red Deer
On March 12, 2023, at approximately 11:30 a.m., Red Deer RCMP responded to a complaint of a male discharging a firearm at the Walmart parking lot in Red Deer.
After continuous investigation and patrols, at approximately 2:15 p.m. Red Deer officers located the male associated to this complaint in the area of Garden Heights and Carleton Ave. During the arrest of this male, an interaction occurred where officers discharged their firearms. As a result of the interaction, the male was taken to hospital with injuries.
No officers were injured during this incident.
The Alberta RCMP believes in processes that seek the facts and it’s important that processes taken to assess the actions of all those involved, including the police, are fair, transparent, and defendable. This is why, as soon as we became aware of this incident, we immediately notified the Director of Law Enforcement and initiated our internal review process.
The Director of Law Enforcement deemed this to be “in scope” and has directed the Alberta Serious Incident Response Team (ASIRT) to investigate.
Independent of ASIRT’s investigation, the Alberta RCMP’s internal review process has been implemented to gather a full account of what took place during this incident. RCMP training, policy, police response, and the duty status of the members involved will be subject to review. The Alberta RCMP is, of course, fully cooperating with ASIRT and will not be commenting further on this incident. News release from Red Deer RCMP
On April 26, 2024, at approximately 2:30 p.m., Red Deer RCMP received a report of a suspicious vehicle located in a parking lot on the north side of Red Deer. When members arrived, a traffic stop was attempted, but the suspect then rammed the officers police vehicle fifteen times. Following this, the two suspects attempted to flee on foot, but were quickly arrested.
Tia Kikoak (27), a resident of Red Deer, has been charged with fifteen offences including:
- Assault on police officer with a weapon
- Resist arrest
- Dangerous operation
- Possession of stolen property
- Unauthorized possession of firearm
- Possession of firearm knowing its possession is unauthorized
- Careless use of firearm
- Operation while impaired
- Fail to comply with release order x2
Jared Mcleod (30), a resident of Red Deer, has been charged with the following offences:
- Unauthorized possession of firearm
- Possession of firearm knowing its possession is unauthorized
- Careless use of firearm
- Possession of firearm contrary to prohibition order
- Possession for purpose of trafficking
- Resist arrest
- Possession of identity documents
- Common nuisance
Following a Judicial Interim Release Hearing, Kikoak and Mcleod were remanded into custody. They are scheduled to appear in Alberta Court of Justice in Red Deer on May 1st, 2024.

Former senior financial advisor charged with embezzling millions from Red Deer area residents

Former senior financial advisor charged for misappropriating nearly $5 million from clients
On April 4, 2024, the RCMP’s Provincial Financial Crime Team charged a Calgary resident for fraud-related offences after embezzling millions of dollars from his clients while serving as a senior financial advisor.
Following a thorough investigation, the accused is alleged to have fraudulently withdrawn funds from client accounts and deposited them into bank accounts he personally controlled. A total of sixteen victims were identified in the Red Deer area and suffered a combined loss of nearly $5 million.
Marc St. Pierre, 52, a resident of Calgary, was arrested and charged with:
- Fraud over $5,000 contrary to section 380(1)(a) of the Criminal Code; and,
- Theft over $5,000 contrary to section 344(a) of the Criminal Code.
St. Pierre is scheduled to appear in Red Deer Provincial Court on May 14, 2024.
“The ability for financial advisors to leverage their position to conduct frauds and investment scams represents a significant risk to the integrity of Alberta’s financial institutions. The investigation serves as an important reminder for all banking clients to regularly check their accounts for any suspicious activity and to report it to their bank’s fraud prevention team.”
