FBI Buried ‘Warning’ Intel on CCP Plot to Elect Biden Using TikTok, Fake IDs, CCP Sympathizers and PRC Students—Grassley Probes Withdrawal

Intel warned of tens of thousands of illegal votes via fake IDs tied to CCP-linked students; FBI shut it down days after Wray denied foreign interference.
Senate Judiciary Committee Chairman Chuck Grassley announced that his panel will launch a formal investigation into why the FBI in September 2020 ordered the withdrawal and destruction of an explosive “raw intelligence” report alleging that Beijing harvested American private identity data from millions of TikTok accounts, enabling Chinese intelligence to manufacture fraudulent driver’s licenses that “would allow tens of thousands of Chinese students” to cast mail-in ballots in favor of Joe Biden during the 2020 presidential election.
Grassley confirmed receipt of the now-declassified document and said it raises “serious national‑security concerns that need to be fully investigated by the FBI.” The Senate Judiciary Committee is now requesting internal communications, a formal justification for the FBI’s “substantive recall” of the document, and a review of the FBI’s compliance with federal intelligence record-keeping laws.
The pre-election document does not assert that fraudulent ballots were cast, and explicitly warns that the information should not be actioned without FBI coordination. But the scale and specificity of the allegations—now under Senate scrutiny—have dramatically reignited questions over how U.S. intelligence agencies handled politically sensitive reports implicating the Chinese Communist Party in election interference.
According to Fox News, the heavily redacted FBI intelligence now under investigation has declassified sections that reveal the potential of a Beijing-directed voter fraud campaign designed to leverage Chinese international students, fraudulent ID records mailed into U.S. states, and populations sympathetic to the Chinese Communist Party living in America, all in efforts to elect Joe Biden over Donald Trump.

One section of the report cited by Fox News states the subject as: “[REDACTED] Chinese Government Production and Export of Fraudulent US Drivers Licenses to Chinese Sympathizers in the United States, in Order to Create Tens of Thousands of Fraudulent Mail-In Votes for US Presidential Candidate Joe Biden, in late August 2020.”
The FBI’s source allegedly obtained the information from an identified sub-source, who claimed they obtained the information from unidentified PRC government officials. One of the report’s core claims is that in late August 2020, the Chinese government had produced a large amount of fraudulent United States drivers licenses that were secretly exported to the United States.
The memo states: “The fraudulent drivers licenses would allow tens of thousands of Chinese students and immigrants sympathetic to the Chinese Communist Party to vote for US Presidential Candidate USPER Joe ((Biden)), despite not being eligible to vote in the United States.”
As reported yesterday by The Bureau, the FBI’s report aligns with seizures from CBP in Chicago, where officers at the International Mail Facility intercepted nearly 20,000 counterfeit U.S. driver’s licenses in the first half of 2020—the vast majority shipped from China and Hong Kong. The licenses were often destined for college-aged recipients, with many containing real ID numbers and scannable barcodes, raising alarms that they could be used for fraudulent identification.
The FBI election interference report—allegedly pulled from circulation by then-Director Christopher Wray—contained consequential assertions about TikTok, which has been identified in subsequent U.S. intelligence assessments as a Chinese information warfare and election interference asset.
The 2020 memo stated: “China had collected private US user data from millions of TikTok accounts, to include name, ID and address, which would allow the Chinese government to use real US persons’ information to create the fraudulent drivers license.” It added that the fraudulent drivers licenses were to include true ID number and true address of U.S. citizens, making them difficult to detect, and that China planned to use the fraudulent drivers licenses to account for tens of thousands of mail-in votes.
Beijing has already succeeded in directing the social video app TikTok to “censor content outside of China,” according to a classified Department of Justice brief filed last summer in a case that casts one of the world’s most popular media platforms as a Chinese Communist Party weapon poised to attack Americans during an election or geopolitical crisis in the same manner as Chinese cyber-spies and hackers that are currently buried within North American critical infrastructure.
Yet the FBI “warning” document also reveals internal doubts. According to Fox News, FBI notations flagged gaps in the TikTok claim, stating that “a person’s address information was not a valid field when creating a TikTok account. It was unspecified how China would attain US address data from the application.” Another annotation stated that the source is available for re-contact.
The following page of the intelligence report reportedly included a directive for “SUBSTANTIVE RECALL,” dated September 25, 2020—one day after FBI Director Wray told Congress that the Bureau had seen “no coordinated voter fraud” ahead of the 2020 election. The FBI’s internal context note acknowledged that the source received the information from a sub-source who cited anonymous PRC officials. The warning section of the document repeated that the allegations were part of “an information report, not finally evaluated intelligence.” The document also stated: “Recipients should also ensure that any citation of the information in finished intelligence products draws on the SUBSTANTIVE RECALL of this report rather than the previous version.”
The document reportedly instructed all recipients to destroy all copies of the original report and remove the original report from all computer holdings, and to cite only the recall order in any future analysis. That sequence—first, a claim implicating China in voter manipulation; next, immediate questioning of the methodology; and finally, a full internal shutdown—has now become the focus of a politically and institutionally charged congressional investigation.
The remainder of the document is heavily redacted, Fox reported, and more information is being requested from the FBI as part of the Senate’s investigation. “Grassley is requesting additional documentation from the FBI to verify the production and is urging the FBI to do its due diligence to investigate why the document was recalled, who recalled it and inform the American people of its findings,” a Grassley spokesperson reportedly told Fox News.
The FBI memo’s resurfacing also casts renewed light on a broader internal struggle inside the U.S. intelligence community in 2020: whether to formally acknowledge China’s intent or actions in shaping the presidential election. At the time, DNI John Ratcliffe and a small group of dissenting officials reportedly suggested that China had taken covert steps to influence the race—particularly in opposition to Donald Trump—and that this was being downplayed or scrubbed from official analyses for political reasons. Ratcliffe’s January 7, 2021 memo to Congress directly accused senior intelligence officers of pressuring analysts to downplay or suppress these findings, especially at the CIA and ODNI. He wrote that the 2021 Intelligence Community Assessment (ICA) failed to fully and accurately reflect the scope of the Chinese government’s efforts to influence the 2020 U.S. federal elections.
According to Ratcliffe, internal IC investigations found that China analysts appeared reluctant to assess Chinese actions as interference because they tend to disagree with the administration’s policies. The whistleblower report from ODNI’s own Analytic Ombudsman warned of undue pressure on analysts offering alternative views and concluded that politicization existed from both above and below.
One of the officials who refused to back down was Christopher Porter, then the National Intelligence Officer for Cyber, who claims that his minority assessment on Chinese influence was effectively buried. Porter alleged in late 2024 that he was harassed and forced out of government after submitting his dissent.
In a series of posts on X applauding the decision to release the report to Grassley, Porter wrote that he was upbraided four years ago for raising similar warnings. He argued that the failure of U.S. intelligence to confront China’s espionage—particularly its hacking of critical infrastructure and telecommunications networks—would only embolden the regime. “We are now reaping the harvest of that bad decision,” he added. In another message, Porter emphasized that “politics has to stop at the water’s edge,” urging national leaders to call out Chinese influence operations “at the highest level.”
Porter went further, criticizing U.S. allies like the United Kingdom for dragging their feet on national security decisions regarding China’s penetration of telecommunications. Canada, under Liberal Prime Minister Justin Trudeau, took about three years to decide on banning Huawei. Critics such as Porter attribute such reluctance to economic motives overriding sober analysis.
Today, with the FBI’s suppressed memo in the hands of the Senate Judiciary Committee, Porter’s and Ratcliffe’s minority views are no longer isolated warnings. They are now part of a growing body of evidence suggesting that political sensitivity—especially over which party Beijing may prefer—might have played a role in sidelining national security intelligence during one of the most consequential U.S. elections in history.

Congress must demand, and the Trump administration must provide, the Epstein Files and seek transparency and reform of the Intelligence Community
The idea that America is ruled by a secret government of deep state intelligence agencies like the CIA and FBI is a right-wing conspiracy theory, the media has said for the last decade. Journalists at outlets such as The New York Times, The Washington Post, CNN, and NPR have portrayed claims about a “deep state” as paranoid fabrications pushed by Donald Trump and his supporters to discredit legitimate government institutions. They insisted that accusations of political bias or covert influence by agencies like the CIA or FBI had no basis in fact and served only to inflame public distrust.
And yet over the same period, investigative reporting, including by the two of us, and official disclosures revealed that these agencies interfered in domestic politics in ways that aligned with that very narrative. The FBI launched a surveillance operation against the Trump campaign based on unverified opposition research. Dozens of former intelligence officials falsely claimed the Hunter Biden laptop story bore the “classic earmarks” of Russian disinformation, just weeks before the 2020 election. The Department of Homeland Security, along with the FBI and other agencies, coordinated with social media platforms to suppress speech under the banner of combating “misinformation.” These actions, taken together, suggest not a shadowy cabal, but a real and expanding infrastructure of state-aligned influence aimed at shaping public perception and countering populist dissent, just as the so-called conspiracy theorists claimed.
The strongest argument against the existence of a secret government run by the deep state was the re-election of Donald Trump in 2024. If agencies like the CIA, FBI, and Department of Homeland Security truly exercised covert and unchecked control over American politics, it is difficult to explain how their most outspoken critic, and avowed enemy, returned to power. Trump did not merely criticize the intelligence community; he ran on a platform promising its reform. He vowed to purge partisan operatives, dismantle what he called politically weaponized agencies, and hold officials accountable for a pattern of lawless interference. And despite his direct confrontation with the national security establishment, Trump defeated Kamala Harris decisively, winning 312 electoral votes and a narrow popular vote majority.
But now the Trump administration is attempting to sweep the Jeffrey Epstein sex trafficking scandal under the rug, with the Justice Department claiming that there is no client list and that no further disclosure is warranted, even though Attorney General Pam Bondi explicitly stated publicly that there were “tens of thousands of videos” which means the ability to identify the individuals involved in sex with minors, and that anyone in the Epstein files who tries to keep their name private has “no legal basis to do so.”
On April 28, 2025, in a candid off-the-record exchange caught on video, Bondi told a bystander, “There are tens of thousands of videos… and it’s all with little kids.” She later reiterated on May 7 that these were “videos of Epstein with children or child porn.”
Bondi’s comments directly contradicted the official stance of the administration, which has dismissed calls for a client list and slowed efforts to release the full contents of the Epstein files. Despite Trump’s campaign promises to dismantle the deep state and hold elites accountable, his administration now appears to be protecting the same intelligence and law enforcement networks it once condemned.

Strong evidence suggests that Epstein was part of a sex blackmail operation tied to intelligence agencies. Visitor logs show that William Burns, who served as CIA Director under President Biden, visited Epstein’s New York townhouse multiple times. The Wall Street Journal reported those visits in 2023 based on Epstein’s private calendar. In 2017, Alex Acosta, the Justice Department official who gave Epstein his 2008 plea deal, told Trump transition officials that he was told to back off Epstein because he “belonged to intelligence.” The Justice Department later admitted that all eleven months of Acosta’s emails from that period had disappeared.
This failure to follow through seriously undermines Trump’s explicit commitments to reform and shine light on the deep state. This is not just about Epstein. The Trump administration has not been particularly transparent about much else. The CIA, to its credit, released an internal evaluation last week admitting it had erred in the 2017 Intelligence Community Assessment by claiming that Russia “aspired to” help elect Trump. But it stood by the overall assessment, signaling the agency’s reluctance to admit fault, its continued defensiveness in the face of mounting evidence, and its impunity. The Office of the Director of National Intelligence has disclosed a limited amount of information about intelligence community abuses during the pandemic, including the targeting of COVID vaccine dissenters as potential violent extremists. But beyond that, the Trump administration has released very little, even on issues where transparency would appear to be in its political interest. The administration has kept classified large volumes of material related to COVID origins, the FBI’s role in Russiagate, the suppression of the Hunter Biden laptop story, and unidentified anomalous phenomena.
It is thus hard not to conclude that the intelligence community continues to operate in violation of the constitutional system of checks and balances by evading meaningful congressional oversight. The Constitution grants Congress the power and responsibility to oversee the executive branch, including intelligence agencies, through budgetary control, public hearings, and access to classified information. And yet the intelligence community is withholding and heavily redacting documents, delaying responses to lawful inquiries, and using national security classifications to avoid scrutiny.
This persistent obstruction undermines the legislative branch’s ability to hold agencies accountable and distorts the balance of power the framers designed. When unelected intelligence officials can withhold information not only from the public but from elected representatives, constitutional oversight becomes a formality rather than a functioning safeguard.
Few independent journalists have done more than we have to defend Donald Trump and the MAGA movement against the weaponization of the intelligence community and deep state agencies. Over the past two and a half years, we have published hundreds of investigative articles and testified before Congress about unconstitutional abuses of power by the CIA, FBI, DHS, and their proxies. We exposed efforts to censor Trump and his supporters through a sprawling Censorship Industrial Complex, documented the manipulation of the justice system to prosecute Trump on politicized grounds, and revealed how U.S. and foreign agencies coordinated mass surveillance of speech. We defended Trump from false and malicious claims, showed that his administration obeyed court orders, and disproved the narrative that he violated democratic norms more than Democrats. We were the first to report new evidence that President Obama’s CIA Director ordered spying on Trump campaign officials to justify surveillance and interfere in the 2016 election. After Trump’s reelection, we published investigations revealing abuses of power by USAID and the Department of Education. We editorialized in support of his lawful executive orders ending DEI and gender-affirming procedures for minors. We exposed the CIA and USAID’s role in supporting the 2019 impeachment effort and their connection to the Russia collusion hoax. In all this, we have consistently made the case that Trump’s victory was not just political, it was moral.
Given all we have done to expose the Censorship Industrial Complex and intelligence community abuses of power, Public’s readers rightly expect us to follow through on these concerns, no matter who holds office. We did not spend years documenting unconstitutional secrecy, surveillance, and coercion only to remain silent when the administration we defended begins to mirror the behavior we condemned. Our commitment is not to any one leader or party, but to the Constitution, to civil liberties, and to the principle that no government, Democratic or Republican, should be allowed to rule through secrecy, coercion, or fear.
To prove it is not simply the latest custodian of the deep state, the Trump administration must release the Epstein videos and related evidence, fully expose the scope of the sex trafficking and apparent IC blackmail operation, and ensure that every perpetrator, regardless of power or position, is held accountable under the law. It must also release the long-withheld files on COVID origins, Russiagate, the Hunter Biden laptop, January 6, unidentified aerial phenomena, and other topics. Even if these files do not reveal any “smoking guns,” the public has a right to full transparency. Only through this transparency can the credibility of the intelligence community be restored.
Congress must step up as well. Legislative leaders must hold public hearings on each of these issues, issue subpoenas if necessary, and demand full executive branch compliance with oversight. The Constitution grants Congress, not the intelligence agencies, the power to check secrecy, correct abuse, and uphold the rule of law.
These are not matters of political convenience but constitutional obligation. The American people have the right to know what their government has done in their name and against their rights. If the Trump administration fails to act, it will confirm the fear that even the most populist and combative president can be captured or neutralized by the very system he vowed to dismantle. And it will lose much of the legitimacy it gained by surviving and overcoming the lawfare, censorship, and weaponization of the deep state against it.
Many within the Trump administration acknowledge this and note that this is hardly the end of the Epstein affair.
“This is a total fucking disaster,” someone within the Intelligence Community told us this afternoon, as we were going to press with this editorial.
After we pointed out that the Attorney General said one thing and now the Justice Department, FBI Director, and Deputy FBI Director are all saying the opposite, the person said, “I hope you ask these questions. These are the questions that need to be asked. We’re in a time when information flows more freely. If people think that this is going to go away — I don’t see how it can.”
Nor, we would add, should it.

Eyebrows Raise as Karoline Leavitt Answers Tough Questions About Epstein

Peter Doocy asked directly, “What happened to the Epstein client list that the Attorney General said she had on her desk?” Here’s how Leavitt tried to explain it.
The Epstein client list was supposed to be SITTING on Pam Bondi’s desk for review.
But months later, the DOJ says no such list even exists.
Karoline Leavitt was just asked why there was such a reversal in so little time.
Her responses today are raising eyebrows.
On February 21st, Pam Bondi told the world the Epstein client list was “sitting on [her] desk right now to review,” explaining it was part of a directive ordered by President Trump.
Shortly afterward, she and Kash Patel pledged to end the Epstein cover-up, promising to fully disclose the Epstein files to the public, hold accountable any government officials who withheld key evidence, and investigate why critical documents had been hidden in the first place.
But ever since late February, it seems the cover-up wasn’t exposed but buried even deeper by those who promised transparency.
First, they handed out the so-called “Epstein files” to influencers like golden Willy Wanka tickets, only for everyone to discover that almost all of the contents inside were already public and contained no new revelations.

Fast-forward to May, and suddenly Kash Patel and Dan Bongino are declaring firmly that Epstein killed himself.
“I’ve seen the whole file. He killed himself,” Bongino stated bluntly to Fox News’s Maria Bartiromo.
Today, the Trump-appointed DOJ and FBI released a new report that’s turning heads and raising plenty of questions.
They concluded that Epstein had no clients, didn’t blackmail anyone, and definitely killed himself.

They also released surveillance footage and claimed it showed no one entered Epstein’s cell area, supporting the suicide ruling.
But people aren’t convinced. Some allege the video cuts off, with a minute of footage missing between 11:59 PM and midnight.
Monday, White House Press Secretary Karoline Leavitt responded to questions about the Epstein client list in light of these new DOJ and FBI statements.
A reporter asked, “Karoline, the DOJ and FBI have now concluded there was no Jeffrey Epstein client list. What do you tell MAGA supporters who say they want anyone involved in Epstein’s alleged crimes held accountable?”
Leavitt replied, “This administration wants anyone who has ever committed a crime to be accountable, and I would argue this administration has done more to lock up bad guys than certainly the previous administration.”
She continued, “The Trump administration is committed to truth and transparency. That’s why the Attorney General and the FBI Director pledged, at the president’s direction, to do an exhaustive review of all the files related to Jeffrey Epstein’s crimes and his death. They put out a memo in conclusion of that review.”
“There was material they did not release because frankly it was incredibly graphic and contained child pornography, which is not something that is appropriate for public consumption,” she added.
“But they committed to an exhaustive investigation. That’s what they did and they provided the results of that.”
“That’s transparency,” Leavitt said.
Leavitt was also pressed about Attorney General Pam Bondi’s comments in February when she claimed she had the Epstein list “on [her] desk.”
Peter Doocy asked, “Okay, so the FBI looks at the circumstances surrounding the death of Jeffrey Epstein. According to the report, this systematic review revealed no incriminating client list. So what happened to the Epstein client list that the Attorney General said she had on her desk?”
Leavitt responded, “I think if you go back and look at what the Attorney General said in that interview, which was on your network, on Fox News—”
Doocy pushed back, “I have the quote. John Roberts said: ‘DOJ may release the list of Jeffrey Epstein’s clients, will that really happen?’ And she said, ‘It’s sitting on my desk right now to review.’”
Leavitt explained, “Yes. She was saying the entirety of all of the paperwork, all of the paper in relation to Jeffrey Epstein’s crimes, that’s what the Attorney General was referring to. And I will let her speak for that.”
“But when it comes to the FBI and the Department of Justice, they are more than committed to ensuring that bad people are put behind bars.”
So, after months of patiently waiting, the American people get a nothing burger that simply repeats the same old claims we heard under Bill Barr.
Even worse, it’s purported that this is what “transparency” and “accountability” look like.
The story went from saying the Epstein client list was “on my desk” to “actually, there is no client list.”
And the newly released video footage raises questions and, in the age of AI, proves nothing.
If there’s really nothing to hide, why does it still feel like they’re hiding everything?
